Significant changes to the fair credit reporting Act (FCRA) enacted last September will have longterm effects on the mortgage industry. While most mortgage industry professionals were aware of these changes, the impact on credit information quality and the cost to mortgage lenders has yet to be realized. Many are still implementing the changes to internal systems to meet new standards set by the 1997 amendments to the FCRA.Credit reporting agencies changed many of their procedures before the enactment of the Fair Credit Reporting Act amendments on September 30, 1997, and have made other changes since the statutory revisions took effect. The amendments put a spotlight on the accuracy of credit reports, a critical factor as credit scoring becomes much more common in the loan-approval process.Credit scoring is becoming more important as the lending industry tries to limit risk while increasing efficiencies. Freddie Mac and Fannie Mae as well as many lenders are looking more closely at the opportunities offered by risk-based pricing. This makes it more crucial than ever to ensure that credit reports are based on absolutely accurate and up-to-date information.
Despite the great benefits of the current system, however, some analysts have raised concerns about the accuracy, completeness, timeliness, and consistency of consumer credit records and about the effects of data limitations on the availability and cost of credit. These concerns have grown as creditors have begun to rely more on credit history scores (statistical characterizations of an individuals creditworthiness based exclusively on credit record information) and less on labor-intensive reviews of the detailed information in credit reports. Moreover, decisionmakers in areas unrelated to consumer credit, including employment screening and underwriting of property and casualty insurance, increasingly depend on credit records, as studies have shown that such records have predictive value. A previous article in this publication examined in detail the credit records of a large, nationally representative sample of individuals as of June 30, 1999. (1) That analysis revealed the breadth and depth of the information in credit records. It also found, however, that key aspects of the data may be ambiguous, duplicative, or incomplete and that such limitations have the potential to harm or to benefit consumers. Although the earlier analysis contributed to the debate about the quality of the information in credit records, it did not attempt to quantify the effects of data limitations on consumers access to credit. To date, publicly available information about the extent of data quality problems has been limited, as has research on the effects of those problems. (2) The lack of information has inhibited discussion of the problems and of the appropriate ways to address them.

In Q3 of 2006 over Q3 of 2001, road freight transport picked up by 56.5% or 1,003 million tonne kilometres (tkm). The shipment of goods out of or into Slovenia rose by 49.1% or 534 million tkm, whereas transport abroad and cabotage (the shipment of goods within another country) shot up 4.3-fold, i.e. by 450 million tkm. Meanwhile, national road freight transport increased by a modest 3.5%, or 19 million tkm. Within the EU, Slovenia is one of the few countries that perform the highest number of per capita road shipments (measured in tkm). The favourable transit position and the countrys smallness (a high share of international trade) underpin Slovenias high proportion of international transport, whose growth has been additionally boosted by the process of Slovenias integration in the EU. The last administrative barriers to carrying out freight transport abroad were removed as Slovenia became a full EU member, which led to the boom in activity seen in recent years.

In the final quarter of 2007, passenger transport saw the largest increase in air transport and the largest decline in city bus transport. Within land passenger transport, the declining trend of bus transport continued. The annual decline in the number of passengers in intercity and city bus transport (-3.9% and -3.5%, respectively) was also similar to the average annual decrease in the last three years (5.9% and 3.3%, respectively). The volume of railway passenger transport in the final quarter of 2007 did not strengthen significantly year on year; the 2.4% growth recorded in 2007 was also only slightly above the three-year average (2.1%). Air transport and airport transport posted vigorous growth in the final quarter of last year (27.6% and 19.6% year on year, respectively). The increases in 2007 (13.7% and 13.3%, respectively) were also somewhat greater relative to the average annual rises in the last few years. In air transport, this also enabled an increase in aircraft fleet (lease of one and purchase of two new aircrafts) and in airport transport, the completion of the first phase of the new passenger terminal and arrival of two new airline companies, which started to fly regularly from Ljubljanas airport last year. Within freight transport, road transport has increased significantly, whereas maritime freight transport is still decreasing slightly, following the boom recorded in this branch two years before. In the final quarter last year, the volume of freight transport by rail decreased by 3.7% relative to the same quarter of 2006, whereas 2007 as a whole saw a solid 6.8% growth, which exceeded the average growth in the last three years (4.6%). Road freight transport strengthened by as much as 19.1% in the final quarter of 2007; the high 13.4% annual growth nevertheless fell short of the annual average of the last three years by almost 2.p.p. Against the background of favourable international trends, maritime freight transport increased by a respective 30.6% and 41.8% in 2004 and 2005, whereas it dropped by a respective 6.4% and 5.2% in 2006 and 2007. The fall in the volume of maritime transport in the final quarter last year (-8.7%) indicates that the slowdown continues. Harbour freight transport in the final quarter and in 2007 as a whole recorded only a slight increase, particularly compared to the high 22.5% growth in 2006 (average annual growth in the last three years totalled 9.5%). Road freight transport by domestic carriers recorded a much stronger increase than railway freight transport over the last few years, largely due to the increasing international transport (see graph). The volume of road freight transport (in tonne kilometres - tkm), which was almost as much as three times greater than railway transport in 2004, increased by 4,728 million tkm until 2007 (by 52.5%), whereas railway transport increased only by 454 million tkm (by 14.4%). In three years, road freight transport became almost four times greater than railway transport; the share of road transport within freight transport rose to 79.2%. Road transport growth strengthened particularly after Slovenias accession to the EU and mainly through increased international transport (see SEM 1/2008: 14). The largest increase was recorded in cross-trade transport and cabotage, by 2,161 million tkm (by 155.2%). International transport of goods loaded in Slovenia increased by 1,323 million tkm (by 49.4%) and international transport of goods unloaded in Slovenia by 937 million tkm (by 35.1%). National road transport in Slovenia increased by a mere 306 million tkm (by 13.5%).

The Art of Effective Piano Teaching, by Dino P. Ascari. AuthorHouse (1663 Liberty Dr., Ste. 200, Bloomington, IN 47403), 2003. 121 pp. $14.50. The books strongest features are its consideration of the personal dynamic between teacher and student, especially in the traditional one-to-one tutorial setting and its emphasis on motivation. Inexperienced teachers often underestimate the importance of a structured routine when developing practice habits for beginning students. Teachers will find ideas for establishing appropriate goals and consistently evaluating each students progress. He advocates clear practice assignments, including the number of repetitions for drills rather than time spent at the piano. Even experienced teachers could benefit from a refreshing reminder that structure and consistency are critical components in a childs learning process. The one glaring oversight regarding motivation is the importance of repertoire as a motivator and the need for teachers to constantly explore new repertoire that will capture a young students desire to make expressive sounds at the piano. This book does not attempt to offer comprehensive coverage of the information and skills inexperienced teachers will need in the early stages of their careers, and it is not an appropriate choice as a textbook in piano pedagogy or a guide to preparing for professional teacher certification. There is no survey of materials or consideration of the criteria for choosing effective materials. Oddly enough, the author recommends using two method books so beginners have appealing music to play in middle-C position and a structured approach to reading notation using the landmark/intervalic approach. The reader should use discretion when considering some of the recommendations about keyboard theory and technique. For learning a new piece, Ascari recommends that students achieve proficiency playing hands separately at a fast tempo before attempting to put the hands together at a much slower tempo. Creative teachers would do well to search for alternative techniques, like tapping rhythms that develop coordination between the hands. While there is no mention of technology as a teaching tool or group instruction, Ascaris insights into the traditional piano lesson clearly are based on years of successful teaching. He conveys the importance of respecting each student as an individual and the tremendous potential for motivating students to gain self-esteem through music study. Reviewed by Kenneth T. Pepsi was careful to say the change is not intended solely to distinguish it further from rival Coca-Cola, which has been using red for almost all of its 111-year history. “We have a rich heritage of continually updating our look to stay relevant with the times,” Pepsi spokesman Brad Shaw said. “This is the latest example, and it happens to come when therell be a lot of attention on Pepsi.” Shaw said final adjustments still need to be made, but the background of the new can will be bright royal blue with a cracked- ice appearance. The Pepsi name that runs up the side will be white, and the only remaining red will be on the round Pepsi logo. Pepsi began testing a version of the new can in New Orleans and Des Moines, Iowa, late last year. A different blue can was unveiled in Britain in April 1996 along with a $500 million advertising campaign. That can was expanded to other overseas markets, including parts of Asia and the Middle East. Shaw said once a final version is unveiled in December, all of Pepsis cans will look the same worldwide. “Were a global brand, and we should have one look and one feel around the world,” he said. A legislative group wants to give the Utah Technology Industry Council a face lift to make it better able to address tech-sector issues. The state Technology Industry Commission on Wednesday passed out draft legislation that would make sweeping changes to the council, a state entity since 2003 that has discussed industry matters and suggested legislation considered by the commission. To ensure the committees have the help they need, the Office of Legislative Research and General Counsel would assist UTIC, and the Governors Office of Economic Development would help the ad-hoc committees. The bill also would eliminate a requirement that the council have joint meetings with the technology commission.

Monday May 5, 2003 will go down in history as a day to remember in employment law. It was the day the long-debated amendments to the Health Safety in Employment Act finally came into effect. Why is this new legislation so important? The term “workplace stress” took on a whole new significance, with new obligations for employers, and potentially serious financial consequences for those who ignore them. Workplace stress is no longer simply a sad fact of life. It is now an officially recognised and legislated “workplace hazard”, with the amendments extending the definitions of “harm” and “hazard” to include physical and mental harm caused by work-related stress. A cursory reading of the new legislation might be enough to instantly treble employers workplace stress, but a deeper understanding goes some way to restoring mental equilibrium. The Occupational Safety and Health booklet, Healthy work, Managing Stress in the Workplace, tells employers that “there is only a requirement to manage work stressors or the individuals stressed situation where you can be reasonably expected to know about the stress. Even then the obligation is only to do what is reasonably practicable in the circumstances.”

Buying a home is often the largest purchase decision a person will make. It is therefore not surprising that the use of home inspectors is increasing as buyers seek to confirm the physical condition of their purchases. Home inspectors, however, have often been referred to as “deal killers” by real estate licensees because they have, on occasion, been responsible for stopping a sale of residential real estate that would have otherwise been completed. More recently, however, licensees are viewing home inspections somewhat differently. Instead of perceiving home inspectors as a potential source of reducing a real estate licensees income, licensees are viewing them as a way to increase future sales and reduce potential liability on the buyer side of the transaction.This study examines the role that home inspections play in the residential real estate home buying process. To date, no study has considered this impact on the sales process. OAKLAND — Firefighters with Oakland Fire Station 23 pulled up to a home on Sunkist Drive and immediately made a checklist of what was wrong with the property around the dilapidated white house. Weeds on the land near the road were knee high, dry and brown. The red brick chimney on the roof did not have a spark arrestor. A pile of dead and rotting vegetation was laying against a wall and there was no address number in sight. Firefighters from every station in the hills are going from house to house this month inspecting property for fire safety. They want homeowners to maintain a “defensible” space around their homes, a 30- to 100-foot space clear from overgrown grasses, weeds and tree limbs. Fire consumes this sort of vegetation first, then spreads to larger trees and homes.

WHITE ASH IS PROBABLY BEST known as the wood most often used for making baseball bats in the United States. But the wood has many other commercial uses and is a popular wood both domestically and on the export market. Ash has long been a favorite for use in sporting goods and tool handles because of its strength, relative light weight and shock absorbancy. It is a popular choice for hockey sticks, billiard cues, skis, oars and other sporting equipment. Before man-made materials took over the market, it was also the preferred wood for making tennis rackets. It is the porous bands of spring-growth that lend the flexibility, strength and reliability to ash, almost as if its growth were a natural lamination process, according to the Encyclopedia of Wood.
A BURGLAR who was badly beaten with a baseball bat while trying to steal from a house got what he deserved, a judge said yesterday. David Summers, 21, a drug addict, suffered a broken wrist, fractured elbow, cracked ribs and a cracked skull before managing to escape. Lee Gapper, 20, and his lodger George Goodayle attacked Summers after he broke into their house in Peterborough, Cambridgeshire. Summers was repeatedly hit by Mr Gapper using the metal baseball bat after being confronted downstairs - then Mr Goodayle, 21, set about him with his fists.

Housing experts are predicting that any increase in mortgage rates in 1997 will be more than matched by a rise in property prices. TSB says mortgage rates will have hit 8.25 per cent by the end of the year, pushing homebuying costs up to pounds 30.70 of every pounds 100 of take-home pay - pounds 5.10 more than we pay now. Mortgage broker John Charcol is even more pessimistic and expects mortgage rates to hit 8.75 per cent. But the costs, says leading housing analyst Rob Thomas of City firm UBS, should be more than met by soaring house prices.

Negotiating The Fraud Exclusion It is important for policyholders to understand, however, that the exact wording of the exclusion can differ substantially from policy to policy. This can have important practical ramifications for directors and officers. For example, in some instances, the terms of the exclusion may allow an insurance company to refuse to provide a director or officer with a defense to a claim in a lawsuit asserting fraud; the director or officer therefore will be obligated to retain and pay for his or her own attorney. In other situations, the exclusion only may prohibit an insurance company from indemnifying a director or officer once fraud has been proven in the underlying lawsuit; the director or officer is much more likely to avoid having to pay any costs out-of-pocket with this form of the exclusion.

The current market for fuel cells is $218 million and will increase to $2.4 billion by 2004, reaching $7 billion by 2009. Most fuel cells today are found in distributed generation applications in the power market, providing dedicated electrical energy to hospitals, restaurants, schools and other facilities. In the next few years, fuel cells are expected to show up in tens of thousands of automobiles, and by 2010, automotive fuel cells are estimated to have nearly 4 percent of the consumer market - 608,000 vehicles.
Its payback time for business technology providers - 2003 produced a bumper crop of exciting new products and initiatives. Management identifies the technologies that will deliver the greatest productivity gains in 2004 and beyond. We look forward to future partnership developments, supporting our members as they face technological challenges in their work and supporting communities as they begin to address how technology can be utilised in complementing their health care service delivery.
